Foreword
Dear Members,
Thank you for your hard work and professionalism through another demanding period. The wider industry remains uncertain. The ongoing war has driven up costs and unsettled markets, and we have seen airlines fall into financial difficulty, with some going under and others missing payments to their own people. Against that backdrop, not every carrier is in a position to reward its staff, and many are not.
That is what makes Scoot's continued growth, and the bonus you have earned, all the more meaningful. STSU fought hard for this bonus, and we are glad it has come through for you. It recognises the effort and dedication you have shown through a tough stretch. We will not pretend the road ahead is clear. The uncertainty may well continue, and we will keep working to protect your interests if conditions turn.
Much of our energy these past months has gone into mental wellbeing, preparing for the Collective Agreement, and pressing your priorities with the company. We also stood with the wider labour movement at May Day, a reminder that the tripartite partnership between unions, employers, and government is what helps protect workers through uncertain times. We remain focused on the things that affect your day to day: fair rostering, fatigue and wellbeing, and career progression. Thank you for your trust and participation. You make this union stronger.
In solidarity,
Pe Hon, President
Jessica, General Secretary
Jimmy, General Treasurer
May Day 2026: Standing With the Labour Movement
Pilots, Cabin Crew & Office
On 1 May, STSU leaders joined the NTUC May Day Rally alongside our partners from Scoot management. It was a strong reminder of the tripartite spirit that underpins how we work for you.
This year's message centred on staying resilient amid global uncertainty and rising costs. In his Rally speech, Prime Minister Lawrence Wong noted how the success of the Company Training Committees has led to the formation of a new Tripartite Jobs Council, and reaffirmed the movement's commitment that while not every job can be guaranteed, every worker will be supported through change. NTUC also pledged expanded support for workers and families facing cost pressures.
At the May Day Awards Dinner, several members of our Scoot family and a valued partner, all nominated by STSU, were honoured for their outstanding contributions. On behalf of STSU, our heartfelt congratulations to:
- 🏅 Brother Leslie Thng, Medal of Commendation Award. Scoot CEO, whose leadership continues to drive the company forward in close partnership with the union.
- 🏅 Sister Tran Gia Linh, Model Worker Award.
- 🏅 Sister Josephine Tan, Model Worker Award.
- 🏅 Sister Winner Tay Yiling, Model Worker Award.
- 🏅 Brother Chong Chun Hon, Partner of Labour Movement Award. Chief Aviation Medical Officer and a close partner of STSU, with whom we collaborate on the CAAS FRMC and the Tripartite Mental Health and Wellness Committee.
These awards reflect the spirit of tripartism and the strength of our Scoot family. Congratulations to all on this well-deserved recognition.

May Day Treats
Pilots, Cabin Crew & Office
To mark May Day, STSU treated members to an ice cream giveaway, a small thank you and a well-deserved break from the hard work you put in every day. It was our way of saying that whether you are in the air, on the ground, or in the office, your effort does not go unnoticed. Thank you to everyone who dropped by to say hello, grab a scoop, and share a few warm words with the team. Small gestures like these matter to us, because they are a reminder of the Scoot family we are proud to stand behind. We hope you enjoyed the treat, and we look forward to sharing many more moments like this with you in the months ahead.

Mental Health and Wellness: STSU at the Tripartite Table
Pilots, Cabin Crew & Office
Mental health remains a priority for STSU. Over the past months we have worked alongside our tripartite partners in the Mental Health and Wellness Committee (MHWC) to help shape how the aviation sector supports the wellbeing of pilots and controllers.
STSU helped produce a committee paper that sets out a common, sector-wide definition of Peer Support: what it is, what it is not, and the boundaries that keep it safe and effective. Peer support is help from colleagues who share your lived experience. It offers a listening ear, understanding, and encouragement, and points you toward the right resources. It complements, and does not replace, professional care.
Looking ahead, the committee has formed two working groups, and STSU is represented in both. The first is developing a white paper on best operational practices to support the wellbeing of pilots and air traffic controllers, covering rostering guidelines, flexible scheduling, supported return to operations, and maintaining currency for crew on decreased medical fitness. The second is developing a mental health course for peer support and for management. We will keep you updated as both groups progress.
Collective Agreement: Your Voice in the Room
Pilots, Cabin Crew & Office
Thank you to everyone who responded to our pilot CA survey. The response was strong, with 269 members taking part, around 40 percent of the pilot body, which gave us a statistically significant read on what matters most to you. Across all fleets, the clear priorities were a more predictable, fixed roster pattern and improvements to basic pay.
Armed with that mandate, STSU presented our proposals to management in May and began engagement on the next Collective Agreement. The road ahead is structured: branch proposals are being developed now and submitted in July, a consolidated STSU proposal will be finalised around September, and negotiations with the company are expected to begin later in the year. The company has flagged a tight financial environment, so the conversations will not be easy, but your collective voice is what gives our position weight. For now, discussions remain focused on work-related matters, and we will share more as meaningful updates emerge. We will keep pressing and keep you informed.
Community Outreach: Joint CSR and Learning Journey at ST Engineering
Pilots, Cabin Crew & Office
On 28 June, STSU came together with the Serangoon Community Club and the ST Engineering Staff Union (STESU) to co-organise a joint Corporate Social Responsibility and Learning Journey at ST Engineering Aerospace Services in Changi. We were honoured to have Ms Chan Hui Yuh, Adviser to Aljunied GRC Grassroots Organisations, join us for the morning.
The event brought together over 120 participants, including residents, graduating students and job seekers for a behind-the-scenes look at the aerospace industry. Participants toured the operational hangar environment and visited an aircraft interior to see actual repair works up close, while ST Engineering shared insights on the industry and the kinds of careers it offers. There was hands-on fun too, with a leather keychain crafting workshop, and STSU rounded off the morning with a bingo game before lunch and goodie bags.
It was a meaningful way to give back to the community, open young Singaporeans' eyes to careers in aviation, and strengthen our ties with our grassroots and labour movement partners. Our thanks to everyone who made the morning possible.

Cabin Crew Update
Cabin Crew
The Union has continued to work with the company to bring more clarity to grooming standards. We are pleased that the updated guideline on female shoe heel heights has been published in the CSC. Discussions are still ongoing on female crew nail standards, where we have proposed that female crew be allowed to keep nails short, clean, and professional, in line with the current standard for male crew. We will keep everyone informed once these discussions conclude.
We would also like to address a rumour circulating on the ground about single-room accommodation for cabin crew. To be clear, single-room accommodation is not part of the current CA negotiations, and there are no discussions to change this arrangement. Should any proposed change ever affect our members, the Union will communicate it promptly through our official channels. Until then, members can be assured that the current arrangement remains unchanged.
Command Re-invitation
Pilots
STSU lobbied hard and worked closely with Flight Operations to introduce the command re-invitation pathway for pilots. We are pleased that this engagement has borne fruit, and we will continue to advocate for fair and achievable routes to command.
Performance Bonus
Pilots, Cabin Crew & Office
We fought hard on the performance bonus, and we are glad to see it recognised. Congratulations to all of you. This reflects the effort and dedication you have shown through a tough period, and you have earned it.

Roster Marketplace
Pilots, Cabin Crew
The Roster Flexibility Marketplace is rolling out in phases, beginning with the A320 fleet around the September roster. It is designed to give you more say over your schedule. STSU did not simply push for this to happen. We have been engaging closely with Flight Operations throughout, and were party to its design, working to ensure the system is practical and delivers a good experience for the members who use it. We will be watching the rollout closely and welcome your feedback as it expands to other fleets.
Roster Patterns
Pilots
Over the coming Northern Winter, the company is looking to grow its flying and has asked for the pilot body's help to crew it. STSU is actively engaged in these discussions. Our position is consistent: any support must be genuinely voluntary, and your OFF days, predictability, and a fair work-rest balance must be protected. These conversations are still ongoing, and we will keep you updated as they develop.
This is where your support will count. When the union calls for help, we ask you to step forward and volunteer actively. Every pilot who does strengthens the network, and just as importantly, it strengthens our hand at the table. When pilots mobilise voluntarily, it proves that well negotiated, voluntary measures work, and that is the case we want to make together.
Separately, discussions on longer-term roster patterns are underway, and nothing has been agreed. We will keep pressing for the predictability and fair work-rest balance that pilots want.
Fatigue, FRMS and Standby
Pilots, Cabin Crew
Reporting has risen, and that is a good thing. The data helps us make the case for change, and every report counts.
Work continues with the CAAS FRMC with STSU leading the Working Group on the Window of Circadian Low (WOCL), where we are pushing for definitions and rest provisions that better reflect the realities of your operating day.
The standby working group has completed its work, and changes to the ANR arrangements are coming soon.
Catching Up with CAAS
Pilots, Cabin Crew & Office
STSU also had the chance to sit down with CAAS over lunch. It was a good opportunity to talk through some of the issues on our minds in a relaxed setting and to keep the lines of communication open.

Jump Seat Request Timing
Pilots, Cabin Crew
STSU pushed hard to shorten the cut-off for jump seat requests so that getting a seat is more practical for members. We will keep you posted on where this lands.
Winter Jacket
Pilots
At some overseas stations, members operating in cold conditions raised that they were left feeling the cold, with the current arrangements offering little flexibility on warm clothing. STSU took the matter up and pushed for a change in policy. Ultimately, no policy change was secured this time. In the meantime, we encourage members to keep themselves warm as needed when operating into cold-weather destinations. Your comfort and wellbeing on the line matter, and we will keep raising the issue where we can.
